Basic Function:

Serves as an advocate for Kent State’s total data administration efforts and is responsible for the development and delivery of a comprehensive data strategy to optimize university decision support and  increase business insights from the data.   Leads the development and implementation of a data management program that leverages collaborations and university-wide resources, implements and facilitates data governance, evangelizes the value of data for analytics and decision support, and designs appropriate policies to manage data privacy and risk.  Reports to Vice President, Information Services and CIO (VPIS/CIO).

Examples of Duties:

Duties/essential functions may include, but not be limited to, the following: 

Responsible for the strategic leadership of the university's data administration.

Work with the broader community to engage them in the strategic needs of the university. 

Manage personnel resources consistent with organizational policies and values. Maintain an employee feedback process to enhance work processes, employee engagement, and workforce development.

Ensure data compliance throughout the university that organizational goals and objectives are met; protects data collected and privacy of university constituents.

Develop collaborations and partners to address issues that impact the university. Develop and maintain effective relationships within the university and region.

Collaborate with others to develop and facilitate a comprehensive framework addressing data standards; data quality, availability and integrity; data stewardship; data protection and privacy; reporting, analytics and decision support.

Serve as a member of the VPIS/CIO leadership team and in a key role in university leadership, working closely with senior administration, academic leaders, and the university community.

Prepare IS division budgets and provide oversight in budget monitoring, resource reallocation, and resource deployment; develop and coordinate long-range planning for capital expenditures.

Provide direct supervision and leadership to staff.

Ensure data storage and usage is in compliance with all applicable privacy standards.

Be the executive with authority, responsibility and accountability to exploit the value of enterprise information assets and the analytics used to render insights for decision making.  

Maintain a central inventory of university data collections and datasets.

Standardize and automate all future data collections.

Expose data as a service to university constituents, consistent with data governance and data protection standards.

Ensure data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of the university

Decrease the cost of collecting, managing, and sharing data while increasing the value of the data to the university.

Serve on university, community, or divisional committees, as requested.

Perform related duties as assigned.

Minimum Qualifications:

Bachelor's degree in management information systems or closely related field of study. Six years' experience in an information services or closely related business area with evidence of increasing responsibilities in management and supervision.

Lead and motivate cross-functional, interdisciplinary teams to achieve tactical and strategic goals
Think strategically and drive transformation
Discern and develop policies and standards and achieve adoption
Work with minimal supervision, and maintain productivity in a dynamic environment

Preferred Qualifications – if applicable:

10 or more years of experience working in data management, including creating partnerships, implementing data governance, and understanding the underlying technologies needed to enable data innovation across a large organization.
5 or more years in an executive level data strategy related role.
